No planning committee will turn down any half decent application to build on brownfield (with residents cheering them on for not using up green fields). The issue is developers don’t want them because they are expensive to clear and may have lower value when finished. To force brownfield use requires either mandate or financial incentive. Giving ‘automatic permission’ is irrelevant if no-one requests it in the first place.
