Cllr Neil Hargreaves

Chartered Accountant Neil Hargreaves has lived with his family in Newport for nearly 30 years, where he is a very active member of the community. Neil’s accountancy background makes him an invaluable member of the R4U team, particularly when it comes to Council finances and its major investments.

A district councillor since 2015, he is a Chartered Accountant and is cabinet member for Finance and Budgets, and sits on the UDC Investments Board. He is chair of the Newport Quendon & Rickling Neighbourhood Plan steering group and has focused on local and district planning issues.

Originally from Lancashire, Neil Hargreaves has lived in Newport for nearly 30 years and his three children went to both Newport schools. He has used his accountancy skills to serve the community in various roles including Treasurer of the Friends of St Mary’s Church and Treasurer of the Newport Scouts. He is a regular contributor to the award winning Newport News village magazine, and is an administrator of the popular Newport Newsline Facebook group. He is chair of the steering group for the Newport, Quendon & Rickling Neighbourhood Plan and is active on planning and local community concerns.

After qualifying as a Chartered Accountant, Neil moved with his wife to Kenya, where their son was born. After returning to London he worked for a large accountancy firm and then in the insurance industry. He managed a large accounts department, IT projects, and outsourcing contracts, and was Treasurer of a reinsurance broker. After moving to Chelmsford and then Newport, Neil commuted to London and to Norwich. During this time his wife worked as an Occupational Therapist and in a dispensary in Saffron Walden and Addenbrookes. Now retired, Neil’s final accountancy position was with a US balloon manufacturer in Bishops Stortford.

Neil is a keen photographer, is a member of CPRE, and is out every day walking his Beagle around the villages in the ward.

Where we live is rightly shown in surveys as being one of the best places in the country. He believes that development, both commercial and housing, can enhance the district if well planned and coordinated with good infrastructure and the services needed to support a larger population.

But he considers that the lack of a Local Plan, which should have been in place in 2011, has caused serious damage to our towns, villages and rural areas.

Residents’ strenuous efforts to reform these decisions had some success, but the Westminster party politically driven system remains unchanged as do the small core of councillors who run it. Neil therefore stood for election as a district councillor for the Newport ward in 2015 and was elected. He immediately set to work to sort out issues raised on the doorstep and has been able to implement a new speed sign, a major road sign project to stop the frequent bridge strikes in Newport, and an extension to a 30mph limit to protect a new housing estate.

Neil holds weekly councillor surgeries in Dorringtons in Newport, is active on the local Facebook groups, and attends the parish council meetings in the three villages in the Ward

Cllr Garry LeCount

An experienced entrepreneur in the media industry, Garry has been a senior executive for companies including EMI, Carlton TV and ITV. He is one of the two Elsenham and Henham district councillors and has served on Henham parish council Since 2015. He has lived in Henham for more than 35 years.

“In 2017 you trusted Petrina Lees and I with your district council vote. Since then we’ve worked as a team to protect and enhance village life. We’ve dealt with many local issues, such as the road resurfacing outside the Elsenham shops, travellers, railway crossings and highway issues including speeding.” Garry LeCount

At UDC Garry is a member of the Investment Committee, where he is able to scrutinise council investments using his significant career experience in buying and selling media companies.

Garry is also Vice Chair of the UDC Scrutiny Committee. I will allow him to monitor of district’s new Local Plan as it progresses over the current council term. He says that it is his “objective to get a fair and sound plan that will be acceptable to all and protect our villages and towns from unsustainable mass development.”

Garry LeCount is an experienced entrepreneur in the media industry, and has been a senior executive for companies including EMI and Carlton TV and ITV. He and his wife have lived in Henham for 36 years.

He is one of the two Elsenham and Henham district councillors and serves on Henham parish council. At Uttlesford District Council he is a vice chair of the Scrutiny committee that brings to account the Councils decisions that fall below the standards that residents expect. He is also a key member of the council’s Investment Committee. He is also a member of both the Stansted Airport Community Trust and Uttlesford Transport Forum.

At Henham Parish Council his responsibilities include highways, footpaths, web site and a new local information brochure. He was instrumental in closing a dangerous railway pedestrian crossing in Henham and as a district councillor in the resurfacing of the road outside the shops in Elsenham. He works to continue to bring positive changes to local issues by driving them through UDC and ECC.

Elsewhere in the ward he serves as a committee member on the PPG (Patient Participation Group) at Elsenham Surgery.

Garry is very concerned about unsustainable mass-homebuilding in the villages. In 2018 he voted to submit the Uttlesford Local Plan to Government, to stop uncontrolled additional housing and expansion in Henham, Elsenham and the rest of the district.

Outside of the village he has built a successful career as a serial managing director and senior executive in the music and video industry, with leadership roles in companies such as EMI and Carlton TV and ITV. He currently works as Financial Director for his son building a group of successful media companies.

He has a daughter with two children, and when not working he enjoys golf, music history, and being with his young grandchildren.
